Mission
To ensure that black-owned Small and Medium Enterprises benefit through direct business opportunities:
- As suppliers to domestic captive corporates
- As suppliers to new international clients and investors
- As suppliers to existing outsourcers and as outsourcers in their own right
- By becoming empowerment business partners of choice to existing domestic companies when they decide to take on equity partners
Goals
- To enable emerging black-owned Small and Medium Enterprises to compete for domestic and international business opportunities
- To secure new business opportunities for Small and Medium Enterprises
- To advocate Small and Medium Enterprise Provincial Development Programmes and Initiatives
- To lobby private companies and other networks to support Small and Medium Enterprises

Internal
- To capacitate black–owned Small and Medium Enterprises
- To encourage Small and Medium Enterprises to network, cluster and share knowledge
- To establish proper communication channels between Small and Medium Enterprises
- To ensure good and proper communication between the relevant silos and BPeSA
External
To be a catalyst in the process of creating an enabling environment for the development of SMEs
